You can picture one person standing at a microphone with a whole company or government behind them. Nothing they say there is their own opinion — they are lending their voice to the group, so what comes out is heard as 'the company says', not 'I think'. The -person ending is doing real work too: it deliberately leaves the man/woman question open.
