Sloppy describes work or effort that is careless and messy, done without enough care — sloppy handwriting is hard to read, a sloppy report has mistakes that a more careful person would have caught. It can also describe something physically wet and messy, like a sloppy, muddy field after rain, or food that's loose and messy to eat, like a sloppy sandwich dripping sauce. And it can describe clothes that are loose and baggy rather than fitted, though this use is a bit more old-fashioned now, closer to the 'sloppy joe' style of clothing.
