  1. 1短缺、不足額（還差多少；不是已經虧成「赤字」的那一步）

    A shortfall is the hole between what you have and what you need, or what you thought you would have. If a hospital needs 30 nurses and only 27 come, the shortfall is three. News and offices like this word: a budget shortfall, a rainfall shortfall, a shortfall in donations. It is a cool counting word, not an angry one. You can have a shortfall without anyone stealing; the money or the rain simply did not arrive in full. Though actually, people sometimes say shortfall when they mean a deficit. A deficit is more “we are in the red.” A shortfall is the missing piece that got us there.
