The shallows are the part of a sea, a lake, or a river where the water is not deep. You can often stand, see the bottom, or walk out a long way. Parents take small children to the shallows because it feels safer than the deep. The word is almost always plural when it names the place: we say the shallows, not a shallow. Shallow is the adjective: shallow water. Though actually, English also uses it as a picture: if someone stays in the shallows, they are not going into the hard or serious part of a subject. The water-place is still the main meaning. It is not a verb, and it is not shall.
