A rock-bottom price is as low as it can possibly be — the seller is saying there is nothing underneath it, like the hard rock under soil. Shops love it in sales: rock-bottom prices, rock-bottom rates. It is informal, , a little like advertising talk. Though actually, people also use rock bottom as a noun for the worst moment in a life (“He hit rock bottom”), and that is the same picture — you cannot fall any further — just not about money. For cheap prices, you will usually see the adjective rock-bottom.
