Think of a line someone is allowed to move along, and a rule sitting on top of it that says: this person may go, and the others must wait or stand aside. Everything this phrase means grows out of that one picture. Sometimes the line is a road and the rule decides who moves first. Sometimes the line crosses someone else's field and the rule decides who may pass at all. And sometimes the line itself becomes a thing you can point at — the path on the map, or the strip of land a railway runs along.
