To restart something is to start it again after it has stopped. You restart a phone, a computer, a car engine, a game, a meeting, or a process at work. It is also a noun: a restart. On phones and computers, this is the everyday word for the button that turns the machine off and on again so it works properly; people also say reboot, which sounds a bit more technical. Restart usually means the same thing going again from a pause, not throwing the whole plan away. If you mean “forget this and begin a new life,” start over is closer. The word is ordinary and used by everyone.
