組成regent + -cy. The ending -cy turns a person or role into the state, office or period of that role — the way president gives presidency, and captain gives captaincy. Regent itself comes from Latin regere, to rule.
A second word, same spelling
Regency
組成The same word as the ordinary noun regency — regent plus -cy — but written with a capital R and used as a name for one specific regency, the British one of 1811–1820. English does this often: a revolution becomes the Revolution.
