To recommence is to begin something again after it has stopped. A trial recommences after lunch. Work recommences on Monday. Rain that paused for an hour can recommence. It is a rather formal word, a little stiff for the kitchen table; most people just say start again, begin again, or resume. You meet it in news reports, official notices, and careful writing. The thing that recommences was already going; you are not opening a brand-new chapter from nothing. Though actually, in British writing you still see it more than in everyday American talk.
