To recite something means to say it out loud from memory, usually in front of other people — a poem, a speech, your multiplication tables, lines from a play. It can also mean to list things out one after another, in order (he recited all the reasons he was late). It has a slightly formal feeling — you "recite" a poem in class, but you'd just "tell" a friend a story.
