A purchaser is the person or company who buys something. In shops we usually say customer or buyer. Purchaser is the more formal, paper word — contracts, houses, business deals. "The purchaser must sign here." Though actually, in companies the purchasing team is the group whose job is to buy supplies, and purchaser can be that job title too. It is the person, not the act of buying, and it is not the seller. On a form, purchaser and vendor (or seller) sit on opposite sides.
