This is the adverb from proportional: in a matching relationship of size or amount. If pay rises proportionally with hours, more hours mean more pay in a steady way. Policy writers like it: costs rise proportionally; seats are given out proportionally. Same formal feel as the adjective. Though actually speakers sometimes use it loosely for “in a matching way,” even when nobody has measured it carefully.
