You can picture prepared as 'already made ready ahead of time, so that when the moment comes you are set'. The is done before it is needed: the bags are packed, the answer is thought through, the mind has already said yes. From that one idea — being ready in advance — the word reaches both into things (a prepared speech) and into people (ready, and willing, to act).
