Think of a set of scales with several pans, and one pan sitting lower than all the rest. The word names that tilt — the fact that one thing is pressing down harder than everything else in the group. What puts it down there can be two different things. It may be weight: one country, one company, one team simply outmatches the others. Or it may be sheer number: so many of one kind went into the pan that nothing else comes close.

The packet gives two cuts of the same word. It comes from predominant plus the noun ending -ance; and by surface analysis it is pre- plus dominance. Dominance already means holding others down, and pre- puts this one out in front of the rest. That is the tilted pan: not merely strong, but ahead of everything else in the group.
