One way to hold this word: a long stream — of words, or of notes — never arrives flat. Somebody has to decide where each small group begins and ends, and how each group is shaped. That deciding is phrasing. The content can be fixed and the decisions still open: the same rule, the same melody, the same apology, cut and shaped two different ways, will reach the listener as two different things.
