Phonemic is the adjective that belongs with phoneme. A phonemic difference is a difference that changes meaning in that language, like /l/ and /r/ for many English speakers. A change you can hear but that never makes a new word is not phonemic. Contrast phonetic, which is about the physical sound itself — the puff of air, the exact tongue place. This is technical school language, not daily chat.
