On-site means at the place you are talking about — the building, the factory, the school, the land — not somewhere else. On-site parking is parking at that place. On-site training happens there, not at a different office. A worker who comes on-site comes to your building, in person. Very common in work English; in casual talk people often just say 'here' or 'at the office'. The pair is off-site (at another place).
