An on-ramp is the short road that lets you drive onto a freeway (a big, fast road). You speed up on the on-ramp so you can join the cars already going fast. The matching road that takes you off is an off-ramp. This is mainly US English; in Britain people more often say slip road. Though actually, people also stretch it: an on-ramp to a job, a course, or a piece of software means an easy way in. That is a picture from the road, not a second kind of street.
