If something is obsolescent, it is becoming obsolete — it is on the way out, but it is not fully gone yet. A machine, a word, or a way of working can be obsolescent: people still use it, though actually a newer thing is taking its place. Obsolete means already out of date, no longer used. Obsolescent means getting there. It is a rather formal, word; most people just say going out of date or being replaced. You might meet it in writing about technology, factories, or old laws.
