Mind-boggling is for things so big, so strange, or so that your mind almost cannot hold them. The distance to a star, a huge number of people, or a very tangled set of rules can be mind-boggling. It sits near mind-blowing, but the feeling is not the same. Mind-blowing is “wow, that hit me.” Mind-boggling is “I cannot quite picture this — it is too much.” Informal; you will hear it in speech and in newspapers when they want you to feel the size of a number.
