Someone or something dangerous that could cause harm — 'a menace to society' is a person who causes real trouble or danger. It's also used more lightly and , especially about a naughty child or pet who causes a lot of mischief but isn't really dangerous — 'that dog is a little menace, he chewed my shoes again.' As a verb, 'to menace' someone means to threaten them in a way that feels dangerous.
