To maltreat someone is to treat them — to hurt them, or to be again and again. We use it for people and for animals. It is a fairly formal word; in everyday talk people more often say treat badly, be cruel to, or abuse. You maltreat a living being, not a thing: you would not usually maltreat a computer.
