To legalize something is to change the law so that people are allowed to do it. Until that happens, the thing is against the law; after it, it is allowed, at least in the way the new law says. Governments legalize; you do not legalize a thing just by doing it. American English uses legalize; British English often uses . People talk about legalizing drugs, gambling, or a kind of marriage. Though actually, US news also says legalize immigrants, meaning give them legal papers to stay — the core idea is still that the law now allows it.
