The original picture is the soft, flat fold a piece of cloth makes when it hangs and folds over — and the place that fold lands when you sit: the flat shelf made by the top of your thighs. From 'a fold that laps over' grow two ideas: a comfortable resting place, and the act of one thing folding back over itself to come round again.

From Old English 'læppa', the loose flap or fold of a garment that hangs down and folds over (Proto-Germanic *lappǭ, PIE *leb- 'hang loosely'). The seated-thigh 'lap', the racing 'lap' (one circuit that overlaps back to the start) and the verb 'to lap' (overtake by a full circuit) all descend from this 'fold/overlap' root — a separate word from the 'lick' verb.

A completely separate word that happens to be spelled the same: the soft, quick motion of a tongue scooping up liquid. Picture a cat's tongue flicking milk up again and again — that light, lapping touch. From the tongue's gentle flick comes the image of small softly touching a shore.

From Old English 'lapian' 'to lick up, drink with the tongue' (Proto-Germanic *lapōną, PIE *lab-, imitating the lip-smacking sound; cf. Latin 'lambere' to lick). This is a different root from the 'fold/flap' lap of legs and races — they only look alike by accident.
