Inclement is almost always about the weather. Inclement weather is the kind you do not want to be out in: cold, wet, windy, — unpleasant, not a pretty snow day. It is a formal, slightly old-fashioned word. School notices, event posters, and news love it (“cancelled due to inclement weather”). You almost never hear it about a person in modern English, though the Latin idea was “not mild, not merciful.” Though actually, it does not have to be a disaster: a grey, rainy week can be inclement. It sits on the “nasty weather” side, not on a simple hot/cold scale.
