Improper simply means not proper — not correct, not suitable, or not following the right way of doing something. It can be about behavior (improper conduct, like being rude or breaking a rule) or about something being used the wrong way (improper use of a machine). In math class, students also meet "improper fraction," which just means a fraction where the top number is bigger than the bottom one, like 7/4.
