Fundamentally means “in every way that is basic and important.” If two plans are fundamentally different, they are not just a little unlike — the deep idea under them is not the same. People use it to say: this is true at the root, not only on the surface. You hear it in serious talk, and also in everyday speech when someone wants to sound sure: “I fundamentally disagree.” Though actually, some speakers throw it in as a louder basically, and then it is weaker than it sounds. The core use is still about the base, not the small details.
