Your forearm is the lower part of your arm, from the elbow down to the hand. If you bend your elbow, the forearm is the piece that moves. Doctors use the word, and so do ordinary people talking about a cut, a muscle, or a watch. Fore- here means the front or nearer part of the arm, not the upper part near the shoulder. Though actually, the same spelling can also be a verb meaning to prepare someone with weapons or facts before trouble comes, but that use is less common and is not this body-part sense.
