A fluctuation is a change in a number that goes up and down — a price, a temperature, a level, an amount. It does not say which way the number is heading for good; it says it will not sit still. News, science, and money talk use this word a lot. “The weather changes” is broader. Fluctuation is the wave-like moving, sometimes small, sometimes wild.
