Something is moving forward and then catches. A step that nearly stops before it lands; a voice that thins and breaks off; a business that loses its push. Faltering is that catch. Two things are always true of it: it is still going, and it is no longer smooth. That is why the word carries a sense of danger without saying anything has ended.

Wiktionary gives faltering as falter + -ing, so the adjective is simply the picture of faltering held still and put in front of a noun.
