One way to hold it: dress once meant to get something ready and put it in order, and a dressing can be thought of as the layer you add while you do that. Oil and vinegar go over the leaves so the salad is ready to eat. A clean pad goes over a cut so the skin is ready to heal. A soft bread mixture goes into the bird, and compost goes over the soil. Every time, something plain gets a layer put on it, and only then is it finished.
