Something discouraging makes you lose the confidence or the will to continue. Discouraging news, a discouraging look, a discouraging first month: the thing itself is doing the damage. It is the opposite feeling of encouraging. Though actually, English speakers use it for small things too — slow Wi-Fi, a long queue — not only for big life blows. You will meet it as an adjective in front of a noun more than as a heavy verb. The verb still exists: they are discouraging him from applying, meaning they are trying to talk him out of it, or taking the heart out of him.
