One way to picture it: someone stands up in front of others and makes a thing clear out loud — what the situation is, what will happen, what is true. It was unclear or before; now it has been said openly, on the record.

有人站到眾人面前，把一件原本沒說清楚、或根本沒說出口的事，公開地講明白。重點不在「講話」這個動作本身，而在於「講出來」之後，這件事就從模糊變成清楚、從私下變成擺在檯面上、變成有紀錄、要負責的東西。declare 這個字的拉丁字根 clārus 就是「清楚、明亮」，所以 declaration 一直帶著「把事情照亮、讓大家看得見」的味道。

From Latin dēclārātiō, the noun of dēclārāre 'to make clear', built on clārus 'clear, bright' — the same root behind clear and clarify. A declaration is literally a making-clear.

來自拉丁文 dēclārātiō，動詞 dēclārāre「使之清楚」的名詞形，字根是 clārus「清楚的、明亮的」——跟 clear、clarify 同源。所以 declaration 字面上就是「把事情弄清楚、講明白」的那個動作或那份文件；現代三個用法都還踩在這個「公開講明白」的底盤上。
