One way to see it: congressional is simply "belonging to a congress", and a congress is people who represent different groups coming together in one hall to talk and decide. All four uses are the same adjective; what changes is which coming-together is meant — a one-off meeting, a country's law-making body, the US one in particular, or a party that took the word as its name.
可以想成 congressional 就是「屬於某個 congress 的」，而 congress 的畫面是：各方代表從不同地方來到同一個場子裡開會、做決定。這四個意思其實是同一個形容詞，變的只是指哪一個「聚在一起」——一場代表大會、一個國家的立法機關、特指美國的那一個，或是拿 Congress 當黨名的政黨。（可以留意：這幾個分項其實是名詞 congress 的分項，congressional 本身只加了「…的」。）
