If something is commendable, it deserves praise. You use it for an action, an effort, or a quality — a commendable try, a commendable honesty — more often than for a person as a whole. It is a calm, slightly formal word: you are saying this is worthy of praise, not shouting that it is . It can even carry a small “though actually…”: the result may not be perfect, but the way someone did it still deserves respect. It comes from commend, to praise someone or to speak well of what they did.
