You can picture a fenced field with a herd of cows and bulls standing in it — animals a farmer keeps together, not as pets but as working stock, for their milk and their meat. The word looks at them as a group: it has no singular form and no 'a' in front of it, so one animal is a cow or a bull, and the whole herd is cattle.
