A plant that is bushy grows with many branches and leaves close together, so it fills out into a thick, rounded shape instead of growing tall and thin.

Picture one bush by a path. Lots of stems come out of a single place, they push sideways rather than straight up, and they grow so close together that you cannot see through to the other side. The edge is soft and uneven, not a clean line. Bushy is a way of saying something grew into that shape — plenty of it, all spreading , packed tight.

Wiktionary gives the word as bush + -y. The suffix -y means like that thing or full of that thing, so bushy is literally shaped like a bush, which is why the picture sits so close to the surface of every use.
