You can think of an adjective as a word whose whole job is to lean on a noun and add something to it. "Hat" only names a thing; put "black" next to it and you get "a black hat" — same hat, more information. It can sit right in front of the noun (a black hat) or come after a verb like be, seem, make (It makes her happy), but either way it is always pointing at some noun or pronoun.
